GIMP, the GNU Image Manipulation Program, is a free, open-source image editor for Windows, macOS and Linux. It's used for photo retouching, image editing and composition.
It supports layers, masks, selections, filters and plugins, and it can open many file formats, including Photoshop PSD files. Its interface and shortcuts differ from Photoshop's, so there's a learning curve if you're switching.
